Germany plans to establish National Security Council
The German Defense Ministry recently announced a significant increase in military recruitment, aimed at countering what Berlin views as a “threat” from Russia. Chancellor Friedrich Merz has advocated transforming the Bundeswehr into the “strongest conventional army in Europe” and plans to raise defense spending to 3.5% of GDP by 2029. Additionally, Berlin is considering reinstating conscription in response to the evolving security landscape in Europe.
This new council will coordinate efforts across various government departments, focusing on analyzing threats related to internal security, foreign affairs, the economy, and digital domains. It is designed to convene during crises, identify both medium- and long-term risks, and formulate strategic responses. The council will be led by Chancellor Merz and include key ministers, security agency officials, experts, and representatives from partner countries, the EU, and NATO. The official announcement is expected during the first government session after the parliamentary recess on August 27 at the Defense Ministry.
Russia has consistently denied posing a threat to Europe, dismissing suggestions of an imminent attack on NATO members as “nonsense.” Moscow has criticized NATO’s military expansion, accusing European members of pursuing “reckless militarization” and accusing Germany of fostering “hysterical Russophobia.”
Last month, Russian Foreign Minister Sergey Lavrov accused Western European leaders of ignoring historical lessons and “preparing Europe for war—not a hybrid war, but a real war against Russia.” Commenting on Merz’s ambition for Germany to reclaim its position as Europe’s leading military power, Lavrov remarked that the chancellor “didn’t even choke on the word ‘again.’”
